No development idea or enterprise, no matter how lofty, can meet its objective amidst violence and conflicts. To enjoy development outcomes, there is need to avoid violence on the one hand and preserve peace on the other. It is thus necessary to design and think of mechanisms to fight against social injustices. It is in this light that this study titled Cinematography and the Post Millennium Development Goals in Cameroon: Focus on an Effective Approach was designed to seek for an efficient way that filmmaking, a one-way communication process from its conception, can involve its viewers in its formulation and development processes. The issue in point here is, filmmaking must be a two-way communication street if it should be a potential communication medium to effectively foster the realisation of Human Development policy frameworks. The film director must stop being the sole designer of subject matters in community development filmmaking projects. Two questions are thus preiminent at this point. The first is, what is the best filmmaking approach that integrates target population’s participation at all stages of the filmmaking process and how can it be formulated? The second is, what procedural elements should an effective filmmaking genre designed to foster the realisation of Human Development policies be constituted of? This work’s standpoint is that only a specialised filmmaking aproach can foster the realisation of the Human Development frameworks and policies, encapsulating post MDGs in Cameroon. The work exploited social change filmmaking genres including the Italian Neorealism, the Canadian Fogo Island Participatory Video Experience and ten Cinema For Developmengt films to design an effective approach in social change filmmaking. The Holistic Participatory Approach (HPA) was derived at as a result of the blend of the production approaches of aforementioned films genres. In effect, the HPA encapsulates the operational methods of Cinema For Human Development (C4HD). As it stands, C4HD is an effective means to foster the achievements of Cameroon’s Vision 2035 and GESP – HD frameworks laid down to cover a 25-years period in Cameroon. By reason of its Holistic Participatory Approach (methodology), C4HD can adapt itself to practical ground situations, can foster two-way communication processes between filmmakers and viewers, and can facilitate communication amongst relevant development stakeholders in any given development project.
